This led President Duterte to declare a public health emergency. Along with this, several measures were imposed to contain the spread of the virus.

Students have been prohibited from loitering around crowded places such as malls and other public establishments. However, some students were still caught doing so.

Meanwhile, in the attempt to help contain the spread of COVID-19, Senator Manny Pacquiao filed the “Anti-Spitting Act of 2020”. With the bill, the Senator aimed to prohibit spitting and expelling nasal mucous in public areas.

Pacquiao emphasized the urgent need to “institute a concrete preventive measure to stop the spread of the disease that has become a global health emergency”.

According to a report from Manila Times, the Senator cited a report from the Centers for Disease Control and Prevention (CDCP) that stated how the virus could easily spread through droplets of saliva or mucus.

As such, Pacquiao’s new bill seeks to ban and penalize careless or intentional and indiscriminate spitting and expelling nasal mucous.

The bill stated that no person shall carelessly or indiscriminately spit the following in public :

  • Saliva
  • Phlegm
  • Mucous
  • Other substances from the mouth or nose

Moreover, the following are prohibited on:

  • City streets

  • Hospitals
  • And other similarly public places

Pacquiao noted that this shall not only prevent the spread of the new coronavirus but as well as other contagious airborne diseases.
