According to an article from ABS-CBN, passengers affected by the flight cancellations may rebook their flights within 30 days. This would not incur any penalties.
According to Cebu Pacific, you may store the value of the ticket for future use. In addition, you may also opt to use or refund it in full.

According to PAL, affected passengers on December 24 have been rebooked to the next available flight. Passengers with contact details on their Passenger Name Records (PNRs) will be notified on their new flight date through e-mail.
Passengers may also refund/rebook their flight within 30 days from the original flight date with rebooking/refunding fees waived.
