Along with this, he added that the appointing authority must be strictly followed in accordance with the law. It should also never diametrically oppose the interest of the state.

Based on an article from Sunstar, Panelo said that such an action would be considered a crime. This would fall under Article 229 of the Revised Penal Code.

Violation of this law would also lead to a person’s perpetual disqualification from office. “The President is merely reminding Vice President Leni of the imperatives as well as the limits of her appointment“, said Panelo.

He added that the President is merely exercising his constitutional duty. With this, Panelo emphasized that Duterte also needs to ensure all his appointees are performing their functions within the scope of the law.

After Robredo was appointed as the new drug czar, she met with officials from the UN and US embassy. They talked about how foreign bodies could help with the drug war.

This prompted Senator Panfilo Lacson, one of Robredo’s advisors as ICAD co-chair into saying that she should clarify with the Malañang the scope of her authority to avoid misunderstandings.
