Revisions To The Implementing Rules & Regulations Of GCTA Law Gets Signed

GOOD CONDUCT TIME ALLOWANCE (GCTA) – The controversial GCTA law has had the revisions to its implementing rules and regulations (IRR) signed by the government.

The revised IRR of Republic Act No. 10592 or better known as the GCTA law has been signed. This was done by Justice Secretary Menardo Guevarra and Interior Secretary Eduardo Año.

During the signing, Guevarra had stated that the revisions to the IRR included more clarity. This covered clarification of prisoners who are not eligible from benefiting from the GCTA law.

He also stated that their is a huge difference in the revised IRR. They were working with the Department of Interior and Local Government closely throughout the revisions.

The revised IRR stated clearly that escapees, habitual delinquents, recidivists, and heinous crimes will not benefit from the law. He also added that heinous crimes were provided with a clearer definition.

According to ABS-CBN, Guevarra stated that they gave definition to the term because there was none previously. The revised version follows the list of heinous crimes punishable by death as per the country’s death penalty law.

Guevarra then clarified that the death penalty law was only used as a basis. This is because the law was repealed way back in 2006.

He stated that although the law was repealed, only the imposition of the death penalty was used. Guevarra also addressed some other things about the revised GCTA law.

He said that good conduct of the inmates will be assessed monthly. However the GCTA would only be given on the 2nd, 5th, 10th, and 11th year of the inmates detention.

The GCTA law has been a hot topic recently. This was after over 1900 heinous crimes convicts were released since 2014.

As of yesterday, the Department Of Justice (DOJ) Undersecretary Markk Perete stated that 612 convicts have surrendered. He added that the convicts are now in custody of Bureau of Corrections.
