President Duterte Begins With BuCor Overhaul

RODRIGO DUTERTE – President Rodrigo Duterte has recently announced that he would begin to rebuild BuCor up from scratch.

The President had given a directive to next-in-rank officials to assume responsibilities of those suspended for the GCTA controversy. The president gave this order amidst the BuCor investigations.

Presidential spokesperson Salvador Panelo stated that their investigation is ongoing. He then added that they would find all types of corruption in BuCor.

He also stated that heads will be rolling for those connected with corruption. This would be aside the suspended officials by the Ombudsman.

The Presidential Spokesperson made the statement a day after Duterte said he would “let go” of BuCor officials linked to corruption. Especially in the early release of heinous crimes convicts under the GCTA law.

Recently, Ombudsman Samuel Martires had suspended 30 BuCor employees. According to Inquirer, this was in connection to the release of 1,914 heinous crimes convicts under the GCTA law.

In lieu of this, Justice Secretary Menardo Gueverra stated that he wanted the DOJ to have more control over BuCor. This was following the Senate hearing which unearthed continued corruption within BuCor.

Guevarra also pushed for reform over the law and said that it may have to be reviewed. This statement was in regards to Laws that supposedly strengthened BuCor and reduced the DOJ’s hold over it.

Republic Act No. 10575 was the law Guevarra talked about. DOJ Undersecretary Markk Perete stated that this law did not require approval from the Justice secretary.

He added that since the law was implemented in 2013, the DOJ is only allowed administrative supervision. This was opposed to the DOJ having control.

With this, the DOJ along with the DILG are expected to issue a new Implementing Rules and Regulations (IRR) on Monday. This would be for the 2013 law that strengthened GCTA for convicts.
