Faeldon Admitted To Signing GCTA Memorandum To Process Release Of Sanchez
NICANOR FAELDON – The Director General for the Bureau of Correction (BuCor) admitted to signing a memorandum to begin processing the release of former Calauan Mayor Antonio Sanchez.
Faeldon was bombarded by senators as the Senate began to dive into the Good Time Allowance (GCTA) controversy. The BuCor Director General was being questioned regarding his alleged violation of the Republic Act 10592.
Former Calaun Mayor, Antonio Sanchez was sentenced to serve seven life terms back in 1999. Sanchez was convicted for the death of Eileen Sarmienta, a student from University of The Philippines. He was also charged with the death of Sarmienta’s friend, Allan Gomez.
During the Monday hearing, Senator Panfilo Lacson showed a documents that dated August 20. These documents revealed Faeldon’s signature for the release of Sanchez under the GCTA law.
Lacson started to probe Faeldon during the hearing, asking him to confirm if the signature on the document was his. Faeldon then confirmed this but adding that only the superintendent can issue the release.
Lacson then asked Faeldon for clarification regarding the signed document, asking if the document was not a release order. Faeldon replied in the affirmative saying that the release order was recalled by him.
“We stopped the process of the release” says Faeldon. He also added that after his office, the document needs to go through several other offices before the superintendent will receive it. Faeldon then stated that he stopped the process because he wanted to review the GCTA granted to Antonio Sanchez.
The BuCor chief was then questioned by Justice Secretary Menardo Guevarra regarding the thousands of prisoner releases processed under Republic Act (RA) 10575 or the Bureau of Corrections Act of 2013. Gueverra stated that the BuCor chief was not authorized to order those releases.
During the hearing, Senator Risa Hontiveros asked the BuCor chief if he would resign from public office. The latter then said that he was confident that he did a good job and would not leave his post.
In lieu of Faeldon’s statement, Sen Emmanuel Joel Villanueva then said that the BuCor Chief did his job incompetently. Villanueva then added that the senate all saw how the inquiry revealed the various incompetence of the Bureau of Corrections.
