Proposed Bills To Give More Benefits For Teachers

Here is the list of proposed bills with the aim to give more benefits for both public and private school teachers in the Philippines.

Over the past few weeks, the proposed no-homework bill has been one of the most controversial topics online. The bill also garnered various reactions from teachers, students, and parents.

The no-homework policy will prohibit school teachers to give assignments to school children giving them more quality time with family and time to rest. The bill also aims to reduce the school activities given to students.

Aside from the homework ban, teachers have been already asked for a decent salary increase as promised by President Duterte. Educators are also seeking for more benefits as compensation for their hard work.

Over 80 bills filed at the House of Representatives have been re-filed in the 18th Congress to support Filipino teachers. Those bills are requesting for 14th month pay, housings loan, discount privileged, allowances, reduced working hours, medical and teaching supplies.

Proposed Bills

Here are some of the proposed law filed seeking to provide more benefits for education:

  • House Bill (HB) No. 27 – aims to give incentives for public school teachers who are tasked to teach outside of their respective areas.
  • House Bill 87 – seeks a 20 percent discount to teachers in public transportation, health services, hotels and restaurants as well as recreational facilities.
  • House Bill 116 – proposes to establish a special hospital for teachers called the Philippine Teachers’ Hospital to be located in the National Capital Region.
  • House Bill 222 – aims to increase teaching supplies allowance from the current P1,500 to P5,000 per year.
  • House Bill 613 – wants to establish a comprehensive housing program for educators of DepEd with permanent status.
  • House Bill 755 – requires all schools to provide faculty rooms for teachers.
  • House Bill 1015 – authorizes government-owned banks to open a special loan window that would grant low-interest loans to public school teachers.
  • House Bill 1024 – seeks P3,000 pension hike for retired private and public teachers per month.
  • House Bill 1090 – provides scholarship grants to public school teachers and their children.
  • House Bill 1767 – grants a special hardship allowance to public school teachers, school heads and administrators that should not exceed from 25 percent of their annual basic pay.
  • House Bill 2308 – exempts public and private school teachers from paying terminal fees for flights.
  • House Bill 3271 – aims to provide a 14th-month pay to public school teachers equal to their 13th-month pay.
  • House Bill 3657 – ensures that weekends will be rest days for both public and private teachers.
  • House Bill 3815 – limits the class hours of public school teachers to six hours per day.
