Legislators Seeks Bill Restricting Schools From Giving Homework

LEGISLATORS – Legislators aims to issue a bill which will restrict teachers from giving homework or assignments to students.

According to ABS-CBN, Quezon City Rep. Alfred Vargas and House Deputy Speaker Evelina Escudero both said if they can, they want to see homework a thing of the past already.

Vargas already filed House Bill 388 or the “No Homework on Weekends Act of 2019”, which seeks to ban schools from both elementary and high school from enabling teachers to deploy homework and assignments on weekends.

The Bill also states that those who will defy it will receive a fine of ₱50, 000 and imprisonment for over 2 years.

The Quezon City Representative further noted a study in Western Cape Province, South Africa in 2018 which says national talks on homework reflects on how it is seen, with scholars debating that it is a weight to carry for students and their parents, reducing family time and undermining learning interest.

Vargas also referenced a 2003 and 1998 study from Dudley Marling; and Xu and Corno, respectively, saying that these studies suggested that homework negatively gave an impact on family life but another pair of studies in 2016 and 2006 by Carmichael and MacDonalds; and Cooper, Robinson and Patall, respectively, associates it with academic achievement positively.

In a nutshell, Vargas implied that homework is one of the things that could give students a chance for academic achievement but at the cost of losing their time with their family, which is vital for almost any aspect in life.

As per the report, Escudero, on the other hand, filed Bill 3611, which includes a no-homework policy for kinder up to senior high school. Her bill also includes forbidding the taking of textbooks out of school for kinder up to elementary students in all public and private schools. Escudero’s bill has no penalties unlike Vargas’

In the bill’s section 4, it is stated that all basic education schools shall ensure that they will prevent their teachers from giving assignments to Kinder up to Senior High School students via carrying out all lessons and activities in school.

In its Section 5 and 6 state that the said schools has to ensure that Kinder to Elementary students will leave their textbooks in school in order to prevent the harmful effects of carrying a heavy bag to and from school, thus, lockers are required to store the said textbooks.
