Labor Groups React After President Duterte Disapproves Anti-Endo Bill
President Rodrigo Duterte disapproved the Anti-Endo Bill prompting different labor groups to express their disappointment regarding the announcement.
On Friday (July 26, 2019), President Duterte released his Veto message regarding the security of tenure bill that aims to end the labor contractualization in the Philippines.
Presidential Spokesperson Salvador Panelo said that President Duterte canceled the proposed bill stating that he will still study the pros and cons of the bill.
The President explained that the government should still allow the companies to implement the legitimate job contractualization as long as employers give the benefits for their workers.
“While labor-only contracting must be prohibited, legitimate job contracting should be allowed provided that the contractor is well-capitalized, has sufficient investments, and affords its employees all the benefits provided for under the labor laws,” Duterte said on his Veto message.
Mr. Duterte said that the anti-endo (end of contract) could destroy the balance between employer and employee.
Unfortunately, labor groups expressed their disappointment on Duterte’s decision, which contradicts his campaign promise to end the labor contract in the country.
“Mr. Duterte’s veto of the bill is just the final confirmation of his insincerity when he promised to end contractualization during his presidential campaign. It is a presidential betrayal,” Sentro ng mga Nagkakaisa at Progresibong Mangggawa said.
