PCSO Failed To Collect P4 Billion From Authorized Agents of STL in 2017

PCSO – The PCSO management failed to collect P4 billion from authorized agents operating STL’s in 2017.

Malacañang Palace spokesperson Salvador Panelo disclosed that President Rodrigo Duterte fired the general manager Alexander Balutan of PCSO for alleged corruption.

The spokesman, however, did not expound the grounds of the PCSO chief’s termination.

Following a previous article, Senator Panfilo Lacson urges the palace to file corruption charges against Alexander Balutan.

“Since Malacañang has already cited and announced the reason for his sacking, it is incumbent upon them to file the necessary criminal charges for violation of the country’s anti-graft laws,” said Lacson.

Based on a report from Philstar, a senior administration lawmaker stated the general manager Alexander Balutan failed to collect revenues from the Small Town Lottery (STL) that is worth P4 billion.

The Commission on Audit (COA) revealed this information to the chairman of the committee on games and amusement of the HR, Parañaque Rep. Gus Tambunting.

“After the hearings we conducted, it is clear the PCSO is not managing its funds well,” said Tambunting.

According to the report, Gus Tambunting cited the report from COA that the PCSO failed to gather income from 71 Authorized Agents Corporations (AACs) that operates STL nationwide.

“The PCSO must safeguard its revenues and must be more prudent with its finances because it is an important source of funds for the government’s programs for the poor,” he said.

The representative called on to the management of the lottery not to “play with the people’s money.”

“That is P4 billion which could have been used to help the poor all across the country,” he added.

Based on the report, Alexander Balutan claimed that he does not keep track of the accounts receivable of STL after he was asked by Tambunting to submit their accounts receivable.

Tambunting stated that it was absurd that the lottery does not involve accounts receivable in the financial statements.
