As per the report, the president indicated in his speech that he is assigning Chief Inspector Jovie Espenido at Iloilo in Visayas.
On the same event is where the president also awarded the said chief inspector a Magalong Medal, Order of Lapu-Lapu.
The award is “both public and private individuals who have ‘rendered extraordinary service or have made exceptional contributions to the success of an activity pursuant to a campaign or advocacy of the President'”.
That was according to the Executive order signed by President Duterte.
“He is a dedicated man. I told him to take a few days off. We’ll talk everything…the reason why it took me time because Congress is investigating it,” says Duterte during an interview.
However, it has not been cleared if Duterte is referring to the city or the province.
Espenido is one of the prominent officials actively engaged in the present administration’s anti-drug campaign.
Currently, he is the Ozamiz City’s chief of police and one of the commanders who also led the raid of the Parojinogs which caused the death of the place’s mayor Reynaldo Parojinog and other 14 other people including the mayor’s wife.
Prior to Ozamiz, he was also the chief of police in Albuera town, Leyte with a mayor who also has connections to illegal drugs.
It was under the custody of Espenido when Espinosa died due to fighting back against CIDG Region 8 police led by Superintendent Marvin Marcos.
