Public High School Teachers Allegedly Insulted by Disbursing Officer
A disbursing officer allegedly insulted the high school teachers in Don Simplicio Lizares National High School in Talisay City, Negros Occidental.
A Disbursing Officer (DO) is a person appointed by the government to an office in any department of the public service who is tasked with paying out public money. They were assigned to keep the public money in their custody without using it for their own benefit.
The public money entrusted to the DO must be only spent according to the usage prescribed by law. They also need to maintain detailed records of all transactions and to submit the necessary periodic reports with details.
Recently, a Facebook user named Jose Numeriano Rhudy has uploaded a photo of the Office of the Disbursing Officer with a piece of paper attached to the window containing offensive words against the teachers.
The photo was taken at the Office of the Disbursing Officer at Don Simplicio Lizares National High School in Talisay City, Negros Occidental.
The paper attached to the window contains the word “Pasaway kami subong, Pakabuot kami mag loan.” (We are unruly now, we’ll behave when we’ll go for a loan). The post was offensive for the teachers who were serving the public. The photo was posted on Friday (August 04, 2017).
