Rody: Agency Heads Should ‘Exercise Political Will’ In Project Implementation

Pres. Rody Duterte mandated all the heads of agencies to ‘exercise political will’ in implementing the gov’t projects.

RODY – President Rodrigo ‘Rody’ Duterte expressed a directive to all the agency heads regarding the implementation of the projects, programs, and activities.

A previous news report entailed that Pres. Duterte and his administration have already passed the national budget for 2017 which amounts to up to P3.3 trillion.

Through its passage, the poor Filipinos are entitled to free irrigation, free hospitalization, and free education.

Recently, a news report in Philippine Star broke in entailing Pres. Duterte’s directive to the heads of all the agencies.

Based on the news report, the chief executive mandated all the heads to ‘exercise political will’ in the implementation of activities, programs, and projects. They should avoid influence from the government’s other branches as directed by Pres. Duterte.

It is also stated in the news report that the 71-year-old President, in his ‘Budget Action Message which is accompanied by the recently-signed budget for 2017, gave the lawmakers a reminder.

The chief executive reminded them that the responsibility to implement and enforce the laws is the duty of the executive branch.

Based on the news report, the vice chairman of the appropriations committee, Camarines Sur Rep. Luis Raymond Villafuerte, said that the budget for 2017 will stand as the ‘catalyst’ that will scatter high growth’s advantages to other urban centers and to areas outside of the Imperial Manila.

Villafuerte also emphasized that the there is a huge allocation to local government units (LGUs) and that next year, there is a 13.6 percent increase in the Internal Revenue Allotment (IRA) of the LGUs’. From P428.62 billion, next year it is going to be P486.9 billion.

The chief executive has kept his promise to invest much on the country’s infrastructure building according to the lawmaker.

A budget of P860.6 billion was allocated for the building of airports, schools, seaports, hospitals, systems for flood control, systems for power supply, markets, roads, and many more facilities.

Pres. Duterte is the 16th President of the Republic of the Philippines. He was the former city mayor of Davao and he has served the city for more than two decades. In the present, it is his daughter, Mayor Sara Duterte-Carpio, who leads the president’s bailiwick.

He won in the 2016 presidential election through a landslide victory. The President is a tough-talking man who is already 71-years-old when he secured the highest post in the country.

Nevertheless, undeniably, the people really hope for the ‘change’ promised by Pres. Duterte.
