P18-B for Department of Agriculture’s National Rice Program Shut Down

P18-B for Department of Agriculture’s National Rice Program shut down by House of Representatives appropriations committee.

“The budget for the rice program of DOA was shut down and the budget for 2017 than the previous years. The committee approved an allocation of P50.6 billion, P3.4 billion less than the P54 billion earmarked for 2016” said by Agriculture Secretary Emmanuel F. Piñol but not complaining quoted by Inquirer.

Piñol said that the Department of Budget and Management approved a budget for the program but it does not give an exact amount. He also said that the absorption rate and expenditure efficiency of each department are the one where they get the basis for ceiling budget so the finance committee could not be blamed.

In 2015 there still over P7 billion was left unspent budget when he took over the position. So he concludes that the previous administration of DA was not able to spend the budget for the program within that year.
