Ombudsman To Continue Investigation On Duterte’s Graft And Plunder Accusations By Trillanes
Ombudsman Conchita Carpio-Morales recently said that her office will continue the investigation of graft, plunder, and malversation accusations filed against presumptive president Rodrigo Duterte by Sen. Antonio Trillanes IV.
A report on GMA News, Morales said in an interview that the Office of the Ombudsman is ordered to probe any public official “facing an administrative or criminal complaint, whether or not he or she has the immunity from the suit.”
The report added that under the 1987 Constitution, officials that are impeachable including the President, Vice President and the Ombudsman are “immune from criminal lawsuits” but can be eliminated from their position through an impeachment proceeding.
“If the complaint is meritorious, the Ombudsman will continue to investigate an impeachable officer for the purpose of determining whether gross or grave misconduct has been committed,” Morales said as quoted in the report.
Morales added that if the investigation to a certain public official turns positive, the resolution will be forwarded to the Congress for a possible impeachment.
Sen. Trillanes has reportedly filed complaints including the alleged anomalous hiring of over 11,000 contractual workers in 2014 which the Davao City has allegedly spent about P708million.
Trillanes added that the said workers were hired without hiring manual and it seemed that the employment process became patronage politics.
He added that the senator’s office had random validations that allegedly confirmed that most of the said employees did not deliver any service.
Although Morales is related to Duterte since her brother’s son, Mans Carpio was the husband of the incoming President’s daughter, Sara, Morales pointed out that it won’t affect in the situation of the cases or in the investigations.
