Philippine Consulate in Jeddah Viral Video Caused Online Outraged

A viral video showing the incompetency of a particular Philippine Consulate worker in Jeddah, Saudi Arabia is now making the rounds on the internet causing an online outraged. The video was posted by concerned OFW identified as Allan Tenio Zamora through his Facebook account.

The incident occurred on Window 2, Processing of Birth Certificate and Issuance, according to some Facebook users who commented on the incident, the Consulate Employee involved is the target of various complaints from OFW.

Scene & Seen – This video was taken at Philippine Consulate General – Jeddah, Saudi Arabia, 17th of April 2013 at around 1:35pm.

Characters:
Lady Customer (LC) – a mother applying for authentication and necessary travel documents. She’s working in King Faisal Specialist Hospital (I suppose a nurse). According to her, she came directly to consulate office after her duty hours – this means that she has no sleep/rest yet for the last 20hrs or so, plus she’s carrying a baby.

Consulate Employee (CE) – stationed on Window 2, Processing Section of Philippine Consulate General – Jeddah, Saudi Arabia.

The video was already the 3rd encounter between LC and CE, I witnessed the 2nd and 3rd encounters.

1st Encounter (according to LC) – Nakapila po siya sa Window 2 at noong turn na niya, may kailangan na karagdagang documents i-attach at may kulang sa form na kailangan i-fill-up. Then she managed to comply at pumila uli sya on the same window, but when her turn took place, di na sya pinansin ni CE at busy na daw until umalis si CE sa pwesto (it was found out later na nag-lunch pala).

2nd Encounter – LC was queuing on Window 1, this is now her 3rd time to fall in line aside from going up and down the building before arriving the Processing Section. She’s before me and during her turn, she was asked some questions from the in-charge and the latter referred her documents to Window 2 for she didn’t know the history of their (LC & CS) dealings, to which LC expressed displeasure and voiced out her side, the latter left the section and approached CE (at the back office) and came back along with CE raising her arrogant and noticeable voice as “Sino ba ang ayaw magpakain sa akin dyan?” (nagpintig ang aking tenga!) Another 2 or 3 statements she uttered and said “Maghintay kayo diyan,” she left and presumably continues her lunch.

3rd Encounter – Refer the video. The voice of LC here is audible but CE can’t be heard almost. CE responded na hindi daw niya napapansin si LC (in my mind – ano ba? gaano ba karami ang mga tao na hindi mo mapapansin ang customer mo right in front of you?). On the later part (after video was cut), I politely asked CE if she can proceed the processing of LC’s documents so she can leave, before the processing both parties exchanged apologies and CE shook hands with LC. 🙂

Paalala lang po sa mga kawani ng ating pamahalaan, kayo po ang inatasan na magsilbi sa ating mga kababayan, nawa’y gampanan po natin ang tungkulin sa maayos at mabisang paglilingkod upang maiwasan ang mga ganitong pangyayari. Ang matapat, mahinahon at diplomatikong pamamaraan ay mamayani sana lalo na sa ating mga kawani sa Konsulada.

Side Bit:
Ang daming mga naka-tent sa gilid ng konsulada, nakakaawa ang kanilang kalagayan. I can’t help but to reckoned the news which I’ve heard from TV Patrol, in the news DFA spokesman said that they have sufficient funds to repatriate Filipinos who wished to go home and that includes OFWs based in South Korea (because of recent conflict) and Saudi Arabia (because of Saudi government crackdown). Repatriation officials, ano na po ba ang ginagawa niyo?
