Press Secretary Reveals National Printing Office Doesn’t Have Printing Press

Press Secretary Says National Printing Office Doesn’t Have Printing Press, Ironic?

The Press Secretary Trixie Cruz-Angeles revealed that the National Printing Office doesn’t have its own printing press.

Trixie Cruz-Angeles, the press secretary, admitted that the NPO lacked its own printing press on Friday, September 2, during the budget hearing of the Office of the Press Secretary.

Rep. France Castro of the ACT Teachers Party-list asked Angeles about the office’s response to its lack of capital outlay (CO) and maintenance and other operating costs (MOOE) under the anticipated P5.268 trillion 2023 National Expenditure Program (NEP).

“Madame, actually ako ang umaangal ngayon, May NPO po tayo, na walang printing press. Kaya ina-outsource natin yung pag-imprenta ng mga government forms,” Angeles said.

The National Printing Office (NPO) is required by Executive Order (EO) No. 285 of July 25, 1987, as amended by EO 378, to provide printing services to government agencies and instrumentalities as required by law.

Angeles was quick to point up the risks of outsourcing the government’s printing operations.

“And for purposes of security, medyo delikado ‘to lalong lalo na kung balota na yung pini-print natin, So hindi po kami natutuwa dun sa zero, na-zero po kami sa CO sa NPO,” Angeles added.

The press officer also asked the solons for help so they may be able to purchase printing machines.

Ang maaari po kasi naming–ang pino-propose naming bilang legislation…ay mabigyan ng retaining capacity. Kasi nagre-remit kami P100 million per year. Kung makakaporsyento kami, or meron ia-allow kami ng retention for capital outlay makakabili po kami ng mga printing presses para sa NPO,” Angeles added.
