PNP Chief Eleazar Orders Intensified Crackdown Against Illegal “Tupada”
The Philippine National Police (PNP) chief General Guillermo Eleazar orders intensified crackdown against “tupada” following barangay captain in Laguna.
Eleazar has ordered all local police units to step up their efforts to combat tupada, or unlawful cockfighting, in their jurisdiction. Following the arrest of seventeen people in Calamba, Laguna, including the barangay chairman, the order was issued.
They were apprehended after being caught in the act of unlawful cockfighting, according to the article. The tupada was also discovered breaking health protocol, which is required to prevent COVID-19 from spreading.

Laguna is a part of NCR Plus, which is currently subject to a General Community Quarantine with Strict Restrictions. Eleazar condemns the illegal cockfighting event, recalling the tragedy in Valenzuela in which Edwin Arnigo, an 18-year-old special child, was shot and killed during a police raid.
“Ang ilegal na tupadang ito ang mitsa sa nakakalungkot na pangyayari kay Edwin Arnigo. Therefore, I am ordering all police commanders to launch a crackdown against this form of illegal activity,” he said.
A barangay chairman in Calamba was among those captured in the tupada, which disappointed the PNP chief. “Ang malala pa dito, sangkot ang kapitan ng barangay. Nakakahiya at nakakagalit na imbes na sawayin ay siya pa ang nangunang pasaway sa tupada,” Eleazar stressed.
“Hindi man lang natinag si kapitan sa nasampolan na barangay chairman sa Caloocan. I am also coordinating with the SILG Eduardo Año to give the PNP the clearance to immediately file cases against barangay officials where successful anti-tupada operations would be conducted,” he added.
