IBON To File Complaint Against Two Gov’t Officials For Red-Tagging

IBON – Independent research group IBON Foundation recently filed a complaint against two government officials for red-tagging the group.

According to GMA News, the named respondents the group filed administrative complaint upon before the Office of the Ombudsman were Major General Antonio Parlade, Jr., southern Luzon Command chief; Lorraine Badoy, undersecretary of the Presidential Communications and Operations Office (PCOO); and Hermogenes Esperon, National Security Adviser.

The foundation, which was represented by Director Sonny Africa, and the foundation’s Board of Trustees (BOT) Chairperson Bishop Solito Toquero accused the aforementioned officials for violating the Ombudsman Act of 1989 and Code of Conduct and Ethical Standards for Public Officials and Employees for the following reasons:

  • abuse of authority
  • negligent performance of duties as public officials and exhibiting conduct that is grossly disregardful of the public interest
  • politically biased
  • unresponsive to the public
  • distorting nationalism and patriotism
  • undemocratic

The foundation further said that the said officials have been red-tagging for over a year now, which also included the recent television interview of Badoy when she responded to the foundation’s calling out of the PCOO’s report on joblessness and infrastructure data by calling the foundation as communists.

The interview was from One News PH who posted the said interview on YouTube.

As per the report, the foundation added that Parlade red-tagged them in his recent visit to Australia, for terrorist financing without basis.

“IBON formally wrote the Armed Forces of the Philippines and National Security Council (NSC), as well as had a meeting with the latter, to ask for the so-called evidence for the allegations. However, despite repeated requests, the Armed Forces and NSC have refused to provide anything despite showing these to media, diplomats, government agencies, and even private sector groups,”
