House Bill No. 4888 was filed by Rizal 2nd District Representative. Fidel Nograles. It aimed to amend and expand the VAWC law to cover husbands and LGBTQIA+ partners.

According to Fidel, economic abuse is making your partner become financially dependent on you. This causes the partner to lose the right to decide on how to fend for their needs.

Fidel added that the classic example for this is when your partner takes your entire salary. This leaves you with no opportunity to decide for yourself what you want to buy or spend on.

Based on a report from Inquirer, Nograles wanted to showcase “mainstream gender equality”. The District Rep also added that he wanted to make protection inclusive.

He emphasized that in today’s day and age, it’s not only women and children that have needs. He pointed out that the VAWC only covers women and children.

However, studies have shown that 12 to 15 percent of relationships are subjected to abused husbands. He added that this trend is increasing due to the macho ego culture of men.

He stated that because of this, men are ashamed to come out and testify about the abuses they’ve experienced. Nograles then added that they had cases where husbands give up all their money to their wives.

This then leads to the husbands not having control over their finances. Aside from that, they lose their rights to take care of their own needs.
