Millions of Filipinos are members of the Pag-IBIG Fund. Its member populace includes government employees, private sector workers, and overseas Filipino workers. Since its establishment in 1978, the Fund has introduced several loan programs.

When applying, the Pag-IBIG HEAL requirements include eligibility criteria and documentary submissions. For locally employed members, the following must be prepared:
- Duly-accomplished Pag-IBIG Home Equity Appreciation Loan (HQP-HLF-858)_V01
- Duly-accomplished Pag-IBIG Home Equity Appreciation Loan for co-borrower/s (HQP-HLF-868)_V01
- Proof of Income (any of the following):
- Certificate of Employment and Compensation (CEC), showing gross monthly income and allowances, signed by the employer’s authorized signatory
- Latest Income Tax Return (ITR) with BIR Form No. 2316, acknowledged by the BIR or employer’s representative
- One (1) month payslip within the last three (3) months, signed by the employer’s authorized signatory
- One (1) valid ID
- Updated Real Estate Tax Receipt/s for the quarter immediately preceding the application
- Health Statement Forms
- Conformity Form for New/Subsequent Housing Availment (HLF409_V03), for co-borrowers giving consent to the new HEAL application
As part of the Pag-IBIG HEAL requirements, members must present a valid ID. Any of the following may be submitted:
- Philippine Identification (PhilID) Card
- Passport (including foreign-issued)
- Driver’s License
- Professional Regulation Commission (PRC) ID
- National Bureau of Investigation (NBI) Clearance
- Police Clearance
- Postal ID
- Voter’s ID
- Tax Identification Number (TIN) ID
- Barangay Certification or Barangay ID with photo
- Government Service Insurance System (GSIS) e-Card
- Social Security System (SSS) Card
- Senior Citizen Card
- Overseas Workers Welfare Administration (OWWA) ID
- Overseas Filipino Worker ID
- Seaman’s Book or Seafarer’s Identification and Record Book (SIRB)
- Alien Certification of Registration/Immigrant Certificate of Registration
- Government Office and GOCC ID (e.g., AFP ID, Pag-IBIG Fund Loyalty Card)
- ID issued by the National Council on Disability Affairs (NCDA)
- Department of Social Welfare and Development (DSWD) Certification
- Integrated Bar of the Philippines ID
- Company ID issued by BSP, SEC, or IC-regulated entities
- PhilHealth Health Insurance Card ng Bayan
