The ambulance was on its way back to Angono, Rizal, after dropping off a patient in Quezon City. The traffic enforcers caught eight motorcycles on the busway. Some riders said they used the busway because they were in a hurry to get to work, while others claimed they did not use the bus lane.

According to the Metropolitan Manila Development Authority (MMDA) Regulation No. 23-002, the fines for using the EDSA busway illegally are:

  • 1st offense: P5,000
  • 2nd offense: P10,000, one-month suspension of the driver’s license, and a required road safety seminar
  • 3rd offense: P20,000, a one-year suspension of the driver’s license
  • 4th offense: P30,000, LTO recommends revocation of driver’s license
