In the Philippines, millions of Filipinos are members of the Social Security System. The Social Security System has been operating in the country since 1957. This state-run institution offers a wide range of benefits to its members for different circumstances, as well as loan programs that provide access to cash when needed.

However, while there are several excellent SSS loans that are up for qualified members, there are also situations that can make loan repayment difficult. Unfortunately, there are situations that led to accumulated penalties and interest charges.

The good news for members of the Social Security System with short-term loans that are overdue or with unpaid obligations — including principal, interest, and penalties equivalent to more than three (3) monthly amortizations, or loans with remaining balances after maturity — is that they may apply for the SSS Conso Loan Program.

Through the SSS Conso Loan Program, all penalties from the existing loans are consolidated. With this, members are given SSS Conso Loan payment options along with penalty condonation. Borrowers may choose to settle penalties either through a one-time payment or via installment.

One-Time Payment Term. Under this option, the loan must be fully paid within 30 days from the date of receiving the approval notice for the SSS Conso Loan application.

For consolidated loans amounting to Php 5,000 or below, the SSS requires repayment through a one-time payment only. For higher amounts, the other available SSS Conso Loan payment option is the Installment Plan.

Installment Plan. Under this option, the borrowers must pay a downpayment of at least 10% of the total consolidated loan within 30 days of receiving the approval notice. The remaining balance will then be settled based on the following schedule:

Consolidated Loan (SSS CONSO LOAN) Remaining Balance — Maximum Term

  • Above P5,000 to P10,000 — 6 months
  • P10,001 to P18,000 — 12 months
  • P18,001 to P36,000 — 24 months
  • P36,001 to P54,000 — 36 months
  • P54,001 to P72,000 — 48 months
  • More than P72,000 — 60 months

According to the Social Security System, members may also choose to repay their SSS Conso Loan under a shorter term than the one indicated above. Penalty condonation will be applied as follows:

  • Penalty proportionate to the percentage of downpayment shall be condoned once the required downpayment is made within 30 calendar days.
  • The remaining penalty amount will be fully condoned after complete payment of the outstanding SSS Conso Loan within the approved terms and conditions.
