VP SARA DUTERTE IMPEACHMENT – These are the subpoenas issued by the House justice committee on the impeachment case.
Vice President Sara Duterte was absent during the first hearing on the impeachment complaints against her under the House Committee on Justice on Wednesday, March 25. To recall, lawmakers found the complaints against VP Sara sufficient in form, substance, and grounds.
The committee has also scheduled hearings on April 14, 22, and 29.
During the first hearing, the House Committee on Justice approved subpoenas. One of them is ordering the Office of the Ombudsman to release the vice president’s Statements of Assets, Liabilities, and Net Worth (SALNs) covering 2007 to 2013, 2016 to 2022, and 2022 to 2025.

Subpoena ad testificandum (orders the following individuals to appear before the committee and testify under oath)
- Gloria Camora, team leader of the Commission on Audit’s (COA) intelligence and confidential funds audit office
- Ramil Madriaga, alleged bagman of Vice President Duterte
- Cynthia Vinas-Pantonal, the lawyer who notarized the affidavit of Madriaga, to identify and authenticate the execution and notarization of his affidavit
- Legislative Library Archives Division of the House of Representatives
- Representative from the Philippine Statistics Authority (PSA)
- Duterte’s former Department of Education (DepEd) chief-of-staff Michael Poa, who allegedly had a direct role in the preparation of accomplishment reports on the agency’s confidential expenses
- Representative from the Bureau of Internal Revenue
- Representative from Securities and Exchange Commission (SEC)
Subpoena duces tecum (orders a person or an entity to produce specific physical evidence related to the investigation)
- Duly certified true copies of all the records, including documents and photographs, of the National Bureau of Investigation probe into the threats made by Vice President Duterte against President Ferdinand Marcos Jr., First Lady Liza Araneta Marcos, and former House speaker Martin Romualdez
- Duly certified true copies from the Ombudsan of the Statements of Assets, Liabilities, and Net Worth (SALNs) of Vice President Sara Duterte from 2017 to 2013, 2016 to 2019, and 2022 to 2025
- Documents on confidential funds of the DepEd and the Office of the Vice President (OVP) from COA
- Affidavit of Ramil Madriaga dated November 29, 2025, as well as any other evidence in his possession
- Transcript and video recordings of the House good government committee on September 18 and 25, October 17, November 5 and 25, 2024
- Affidavit of former education undersecretary Gloria Mercado and the envelopes dated “HOPE” she submitted
- Original copies of certifications — particularly those dated December 8 and 11, 2024 — pertaining to the PSA verification made from the PSA civil registry system database on the certificate of live birth, marriage, and death, on several names found in the submissions of DepEd and OVP
- Income tax returns, as well as other relevant documents, such as VAT payments from 2007 to 2025, of Duterte and her spouse Manases Carpio, and other business entities linked to them, namely Metro City Chow Foods Corporation (2007 onwards), Gencorp Industries Incorporated (2007 onwards), Carpio Lawyers (2007 onwards), 888 Bistro (2021 onwards), CALE88 FOODS Corporation (2021 onwards), Madayaw Fisheries Corporation (2021 onwards), Mati City Ice Plant and Cold Storage, Incorporated (2023 onwards), Amianan Shores, Incorporated (2023 onwards), Geometry Security and Investigation Agency, Incorporated (2023 onwards), and Cabletow 88 Shipping and Marine Services, Incorporated (2024 onwards)
