Hotel CCTV Shows Final Movements of Former Official Catalina Cabral Before Benguet Tragedy
A hotel in Tuba, Benguet released a CCTV footage before Public Works Undersecretary Catalina Cabral fell to her death.
Investigators received the footage after the hotel was formally asked to turn it over by authorities. The recordings show Cabral arriving at the hotel in the early afternoon of December 18, 2025. She was later seen walking through the property and checking in at the front desk.
Her driver arrived shortly after and accompanied her to a room on the fourth floor.

Not long after settling in, the driver was seen entering his own room. Later in the afternoon, Cabral went to the driver’s room and briefly stepped inside. Soon after, the two left together and were seen getting into an SUV. Authorities believe they then traveled toward Kennon Road.
The hotel cameras did not capture the driver’s later movements in the early evening. Other recordings from the hotel were not released to the public, as these are now being closely examined by investigators.
During an earlier check of Cabral’s hotel room, authorities found personal items including medicines and a small knife. These were collected as part of standard procedure to better understand her condition before the incident.
Test results later showed the presence of an antidepressant in her system.
Officials shared that current findings do not point to foul play. Her driver, who was initially questioned, has been cleared for now after no direct link to the incident was found. Fingerprints recovered from the scene also matched Cabral’s own.
Authorities are still reviewing Cabral’s mobile phone to look into recent messages, calls, and activity. The step aims to fully understand her state of mind in the days leading up to the incident.
The investigation continues as officials work carefully to piece together the events surrounding this tragic loss.
