Accident or Something More? Harry Roque Casts Doubt on Ex-DPWH Official Catalina Cabral’s Death

CATALINA CABRAL – Former presidential spokesperson Harry Roque has stirred fresh controversy after openly questioning the circumstances behind the death of former DPWH undersecretary Catalina Cabral.

Former Presidential Spokesperson Atty. Harry Roque has publicly expressed doubts over the death of former Department of Public Works and Highways (DPWH) Undersecretary Catalina Cabral, questioning the circumstances surrounding the incident that led to her passing.

Roque, a known ally of the Duterte camp, extended his condolences following Cabral’s death on Thursday night, December 18, 2025. However, alongside his sympathies, the lawyer raised serious concerns, saying Cabral was already the third individual to die since controversies erupted over alleged anomalous flood control projects within the DPWH.

In a post on his Facebook page, Roque offered sympathy to Cabral’s family while underscoring the potential implications of her sudden death. He suggested that her passing could allow numerous politicians and influential personalities allegedly involved in corruption across government agencies to evade accountability.

“Usec Cabral was kind to me. Sorry for her tragic end. Maraming buwaya ang makakalusot with her demise,” Roque said.

He emphasized that Cabral’s death followed a disturbing pattern linked to the supposed ghost flood control projects. According to Roque, two engineers from Ilocos Norte and Sorsogon had also died after the corruption issue surfaced, further fueling his suspicion.

“Usec Cabral is 3rd to have died since the flood scam. There too were engineers from Ilocos Norte and Sorsogon. Mafia style?” Roque added.

In another post, Roque claimed that Cabral was fully aware of alleged insertions made by lawmakers, including members of Congress, the Senate, and even individuals connected to Malacañang. Because of this, he said he found it difficult to believe the official narrative that she merely fell into a ravine.

“Alam ni Usec Cabral ang lahat ng insertions ng tongressmen, senatongs at Malacanang.

“Maniniwala ba kayo na nahulog (siya)?” Roque wrote.

Authorities confirmed Cabral’s death in the early hours of December 19, after reports stated that her body was found “unconscious” and “unresponsive” near the Bued River in Tuba, Benguet. Initial information indicated that the incident occurred around 8 p.m., when Cabral allegedly fell into a ravine estimated to be around 20 to 30 meters deep.

While investigations are ongoing, Roque’s statements have added another layer of controversy to an already sensitive issue, drawing public attention to the broader implications of corruption allegations tied to flood control projects and the series of deaths connected to them.
