LTO Cancels License of Popular Vlogger Francis Leo Marcos Due to Multiple Traffic Violations
The Land Transportation Office revoked the driver’s license of Francis Leo Marcos who commit multiple traffic violations.
The decision came after a video of Norman Mangusin or popularly known as Francis Leo Marcos driving a Ford Expedition with a fake license plate spread across social media. The video garnered various reactions from the online community.
In the video, he was also seen without a seatbelt and frequently checking the camera of his phone while driving, blocking his view of the road and putting himself and other motorists at risk.

LTO officials shared that the vlogger was scheduled to appear before the Intelligence and Investigation Division to explain his side and submit a verified comment.
The hearing was meant to allow him to clarify why he should not face charges for several violations, including failure to use a proper license plate, not wearing a seatbelt, distracted driving, reckless driving, and operating a vehicle improperly.
However, Mangusin did not attend the hearing and ignored the earlier Show Cause Order given by the agency. Because of this, the LTO proceeded with the revocation of his license. According to Assistant Secretary Markus V. Lacanilao, the agency had given him a fair chance to respond, but his lack of cooperation left them no choice.
The Ford Expedition seen in the viral video has also been placed under alarm status. It will not be cleared unless it undergoes a full roadworthiness inspection at an LTO Motor Vehicle Inspection Facility.
The LTO continues to encourage all drivers to practice safe and responsible driving, reminding the public that road safety is a shared responsibility.
