Cebuanos Expresses Dismay Over Flood Control Projects After Severe Flooding 

Many Cebuanos have expressed disappointment and questioned the flood control projects after several areas experience severe flooding. 

Many residents in Cebu have expressed frustration after several areas went underwater during the onslaught of Typhoon Tino, despite billions spent on flood control projects across the province. 

Recently, Jolo Labio, shared photos showing the condition of flood control structures in various parts of Cebu. The post quickly spread like wildfire on social media and garnered various reactions from the online community.

One photo showed a community near Mananga River in Talisay City, where around P1.9 billion was reportedly spent on flood control projects by QM Builders. Yet, the area still suffered from heavy flooding that endangered residents. 

Another photo captured the flooded community in Cotcot, Liloan, where two construction firms, Alpha & Omega and St. Matthew, were granted P395.8 million for flood control efforts along the Cotcot River. 

Despite these projects, the place remained submerged. A third photo showed damaged flood barriers along the Butuanon River, which had been repaired just two months earlier but were destroyed again by the recent typhoon. The area reportedly received P1.196 billion in funding for flood prevention.

Cebu Governor Pam Baricuatro voiced her frustration over the lack of visible results from the P26 billion flood control budget allocated for the province. She noted that over half of Cebu City was affected by flooding after continuous rain and strong winds hit early morning on November 4, 2025.

Governor Baricuatro emphasized that it is not enough to ask for updates on these projects. There must be clear auditing and accountability to ensure the funds are properly used. She also vowed to coordinate with the Department of Public Works and Highways (DPWH) and local officials to review the projects.
