Panic buying hits parts of Cebu City, as residents rushed to stock up on essentials ahead of the expected landfall of Typhoon Tino.
On Monday (November 3, 2025), inside a grocery store in Mambaling, long lines formed at the counters while shelves quickly emptied of goods that are usually in steady supply. The situation garnered various reactions from the online community.
Shoppers hurried to grab food, bottled water, batteries, and other basic items. In nearby department stores, people were seen buying emergency lights and water containers in preparation for the storm’s arrival on Tuesday (November 4, 2025).

The sudden rush caused concerns about hoarding and price increases. To address this, the Mandaue City Council approved a resolution adopting emergency measures to prevent panic buying and stabilize the prices of basic goods during typhoons and similar disasters.
Councilor Jennifer del Mar, who authored the resolution, emphasized that the goal is to encourage residents to prepare wisely and avoid unnecessary panic. She reminded the public to buy only what they need so that everyone can have access to essential supplies.

Mayor Thadeo Jovito “Jonkie” Ouano also appealed to the public not to take advantage of the situation by hoarding or overpricing goods. He stressed the importance of cooperation and calm as Cebu braces for the storm.
