Good Standing Pays Off: SK Officials Granted Eligibility for Government Positions

SK OFFICIALS – Young leaders who served in the Sangguniang Kabataan (SK) now have an easier path to join the government workforce, as the Civil Service Commission (CSC) grants automatic eligibility to officials in “good standing.”

The Civil Service Commission (CSC) has officially announced that Sangguniang Kabataan (SK) officials with “good standing” can now gain automatic civil service eligibility, granting them the opportunity to work in government without taking the usual examination.

According to CSC Resolution No. 2500752, which was promulgated on July 24, elected and appointed Sangguniang Kabataan Officials (SKOs) who have completed a full three-year term or its equivalent are entitled to the Sangguniang Kabataan Official Eligibility (SKOE). This new eligibility is designed to recognize and reward the youth’s dedication to public service.

As stated on the CSC website, the SKOE applies to first-level positions in the career service, except for those that require board examinations or other special eligibilities.

“This privilege, granted exclusively to duly elected and appointed SKOs, recognizes the vital role of the youth in nation-building and affirms their contributions to public service,” CSC Chairperson Marilyn Yap said. “Through the SKOE, we empower young leaders to pursue careers in government and continue their service to the Filipino people.”

While the move was largely welcomed, it also sparked discussions regarding what qualifies as “good standing” and whether it is fair to other job seekers who are still required to take the civil service examinations.

The SKOE covers SK officials who served during or after the implementation of Republic Act No. 11768, also known as the Sangguniang Kabataan Reform Act of 2015, which took effect on June 1, 2022. Eligible individuals include those who served from 2018 to 2022, SK members elected by the Katipunan ng Kabataan (KK), as well as appointed SK secretaries and treasurers.

However, the CSC clarified that SK chairpersons are not covered by the SKOE since they are instead eligible under the Barangay Official Eligibility (BOE). In addition, SK officials must not be related within the second degree of consanguinity or affinity to any incumbent elected official in their locality.

Qualified applicants can file their SKOE applications at the CSC Regional Office (RO) with jurisdiction over their barangay or at any nearby CSC regional office. The filing period officially began on October 4.
