Martin Romualdez faced the ICI
Former House Speaker Cong. Martin Romualdez reportedly has a revelation about former Senate President Chiz Escudero.
On Tuesday, Romualdez appeared before the Independent Commission for Infrastructure (ICI) regarding the anomalous flood control projects. Speculations have surfaced that the congressman was involved in this.
Regarding his appearance in the flood control inquiry, Atty. Jesus Falcis shared what his source revealed. It was said that the main defense of Romualdez was an attack card on Sen. Chiz Escudero.

Falcis mentioned that in papers, apparently, Cong. Martin Romualdez had no footprint or signature in the Bicam or Small Committee. It was said that the last 3 budget laws were in 2023, 2024, and 2025, and when this happened, Romualdez was not a member of any of the Bicams.
“This was UNLIKE Senator Chiz Escudero – who was part of the 2025 Budget Bicam despite being a sitting Senate President. Legislative insiders attest that the Senate President or House Speaker has NEVER IN HISTORY been part of the Bicam,” the lawyer said.
Falcis also said that he can’t verify this, but upon checking the last three years, he can say that it is true. “EXCEPT for the 2025 Budget when Chiz Escudero broke precedent by being the FIRST SENATE PRESIDENT TO BE PART OF THE BUDGET BICAM,” the lawyer said.

Falcis also said that this revelation from Romualdez supported former Senator Grace Poe’s testimony before the ICI “that she was sidelined and displaced in the Bicam by Chiz Escudero. Then, the lawyer mentioned a report from Politiko PH saying that the SMALLER BICAM consisted only of Chiz and Zaldy Co. To support this claim, it was said that Escudero was seen visiting the House of Representatives on November 30, which was a holiday.
For Falcis, Martin Romualdez intended that the ICI’s attention would be directed to Chiz Escudero. Then, the lawyer said that the congressman had another revelation.
“According to the tweety birds, Romualdez will try to establish that Zaldy Co is more of a Duterte lackey than a Marcos or Romualdez one,” he said. Then, Falcis said that Romualdez did not choose Zaldy Co to be the Appropriations Chair but Stella Quimbo.
