NBI has issued subpoenas to DPWH district engineers in Negros Occidental over several flood control projects. 

The National Bureau of Investigation has issued subpoenas to three district engineers of the Department of Public Works and Highways in Negros Occidental as part of its ongoing probe into several flood control projects in the province. 

According to NBI Bacolod Deputy Chief and Supervising Agent William De Arca, the subpoenas aim to secure additional documents needed for the investigation. So far, three engineers have been served, and three more are expected to receive similar orders next week. 

DPWH District Engineers

Records from the NBI covering 2021 to 2025 show a total of 12 flood control projects in District 1, with two still ongoing. District 2 has one project, while District 3 has 14, including two unfinished. 

In District 4, eight projects were listed with one yet to be completed. San Carlos City under District 5 has 21 projects, and Bacolod’s lone district recorded the highest number with 38, eight of which remain ongoing. 

Investigators are looking into possible irregularities such as project insertions and whether the contract prices were properly followed. The NBI submits reports to its central office weekly as the review continues.

De Arca shared that DPWH district offices have not been cooperative, withholding key documents needed for the probe. Once the requested papers are obtained, the NBI plans to crossmatch them with existing files to identify inconsistencies. 

If district engineers continue to withhold cooperation, the matter will be reported to the Independent Commission on Infrastructure for further action. 

The investigation emphasizes the importance of accountability in public projects, especially those meant to protect communities from flooding. Residents await answers on whether the projects were properly executed and free from anomalies.
