Authorities Say Violent Minors Involved in Mendiola Rally to Face Legal Consequences 

Authorities confirmed that minors arrested for causing trouble during a protest in Mendiola, Manila, will be facing legal consequences. 

Malacañang Palace stressed that these young individuals cannot simply be released without due process, especially given the violence that happened during the protest on Sunday (September 21, 2025). 

Reports said the rally turned chaotic when some participants threw rocks at police officers and set fire to the tires of a container van and a motorcycle. Officials pointed out that the actions went beyond the bounds of protest, describing the group as unruly rather than peaceful demonstrators.

Palace Press Officer Atty. Claire Castro explained that the Department of Social Welfare and Development (DSWD) must step in to determine the proper accountability of the minors involved. 

While children aged 15 and below are exempt from criminal liability under the law, authorities emphasized that such offenses cannot be dismissed outright. Social workers will also be tasked to identify the parents of those involved to ensure responsibility is properly addressed. 

The Palace underscored that even if the participants were young, their involvement in violent acts during the rally should not be taken lightly. Burning vehicles and hurling stones at law enforcers placed many lives at risk and disrupted public order.

Officials said the government is determined not to overlook such incidents, especially when public safety is threatened. The DSWD’s role will be to make sure the welfare of the children is considered while also making sure their actions have appropriate consequences. 

Authorities reminded the public that while protests are part of democratic rights, these must be conducted peacefully and within the law.
