Enhanced Habagat Brings Knee-Deep Flood in San Mateo, Rizal & Other Parts of Metro Manila 

A knee-deep flood hits San Mateo, Rizal and other parts of Metro Manila due to enhanced southwest monsoon. 

On Monday (July 21, 2025), PAGASA reported that a low-pressure area (LPA) inside the Philippine Area of Responsibility has a medium chance of turning into a tropical depression. It was last located 950 kilometers east northeast of Eastern Visayas. 

Due to the enhanced Habagat, up to 200 mm of rain is expected in Metro Manila and nearby provinces through July 24. 

Knee-Deep Flood

The heavy rains and river overflow caused knee-deep flooding in San Mateo, Rizal, making areas impassable and left residents struggling to get through their daily routines.  

In Barangay Guitnang Bayan 1, floodwaters covered the main entrance of a subdivision, forcing residents to look for alternate routes. A nearby old electric post also appeared unstable, raising safety concerns. 

Meanwhile, in Marang Road, Barangay Maly, some locals chose to make light of the situation and continued on with their day despite the strong current of floodwater. Vehicles were still able to pass, although cautiously. 

In Metro Manila, several areas were also affected. España Boulevard in Manila was submerged in knee-high water, with children even spotted playing on makeshift boats. Along Taft Avenue and Pedro Gil, pedestrians waded through ankle-deep floods, while traffic slowed down in the Magallanes-Pasong Tamo Extension due to water buildup. 

In Baclaran, vendors stayed put, doing their best to protect their goods from rising water. Over in Barangay Culiat, residents dealt with flooding inside their homes, with trash floating along the streets.  

Authorities raised the second alarm for the Marikina River as water levels reached 16 meters by early afternoon Monday. Residents are advised to remain alert and prepare for more possible flooding in the coming days.
