Sen. Imee Marcos Files Bill Against ‘Extraordinary Rendition”

IMEE MARCOS – The presidential sister and Senator filed the “President Rodrigo Roa Duterte Act” or the Senate Bill No. 557.

Countless people were undeniably surprised when Sen. Marcos sided with the Duterte family in the issue over the controversial arrest of former Pres. Rodrigo Roa Duterte. Her brother, Pres. Bongbong Marcos, heavily-gained criticisms in the arrest and the transfer of the custody of his predecessor to the International Criminal Court.

Malacañang previously defended Pres. Bongbong Marcos from betrayal accusations. According to Palace press undersecretary Claire Castro, the government is just doing its job. The President and the Palace also claimed that the government only acted on the arrest in lieu of its commitment with the International Criminal Police Organization (Interpol).

Surprisingly, Sen. Imee Marcos led a Senate investigation on the arrest of the former President. According to her, she cannot accept what was done to him. She even submitted the findings of her probe to the Ombudsman.

Vice Pres. Sara Duterte campaigned for Sen. Imee Marcos in the 2025 Senatorial Race. She clinched the 12th spot paving the way for her to be part of the Senate Magic 12. Duterte has told Marcos several times that she will be the one to bring home former Pres. Rodrigo Roa Duterte.

Recently, Sen. Imee Marcos filed the Senate Bill No. 557 or the “President Rodrigo Roa Duterte Act” that seeks jail time for individuals who will be found guilty of committing “extraordinary rendition” of persons to foreign jurisdiction. Based on a report on ABS-CBN News, the presidential Sister confirmed that the proposed measure is inspired by the March 11 arrest of the former President.

“What took place on that fateful day was an extraordinary rendition—the [transfer] without due process of a detainee to the custody of a foreign jurisdiction,” she said.

Sen. Imee Marcos believes that such act done against former Pres. Rodrigo Roa Duterte may be done against other individuals. She stressed that, under the law, the arrest and turn over of an individual to a foreign jurisdiction without an order and an arrest warrant issued by a Philippine court is punishable.

Furthermore, Sen. Imee Marcos claimed that the PRRD Bill would prohibit extraordinary rendition of an individual to a foreign authority without voluntary or written consent of the person transferred nor an order issued by a Philippine court for a specific purpose.

Based on the report, the “President Rodrigo Roa Duterte Act”, if passed into a bill, will impose a sentence of six (6) to 20 years of imprisonment, or six months of incarceration and P10 million fine for commission of “extraordinary rendition”.

Following her win in the 2025 Midterm Elections, Sen. Imee Marcos with former Pres. Rodrigo Duterte’s lawyer in The Hague and said they will bring him home.
