Manila City Mayor Isko Moreno has exposed a city hall employee who took P1 billion in cash advance.
On Tuesday (July 1, 2025), the newly elected Manila City Mayor made a shocking revelation during his first State of the City Address. Isko exposed a city hall employee who allegedly took a huge cash advance amounting to over P1.1 billion.
Moreno shared that several employees took large amounts of money from the city’s budget in late 2024, just months before the May 2025 elections. These cash withdrawals raised suspicions, especially since the timing seemed to hint that the money might have been used for vote-buying.

“Hindi sapat ang kinita para tustusan ang mga ginastos nila,” the mayor explained.
During his speech, Isko showed the names and photos of the employees involved and disclosed how much money each one took. The biggest amount was traced to a certain Atty. Marlon M. Lacson, who reportedly cashed out a total of P1.161 billion between September 2024 and February 2025.
Moreno expressed his disappointment and promised not to let the matter slide. He said they will investigate what the money was used for and how such a huge amount was allowed to be withdrawn in the first place.

“On a personal note, ano namang ginawa n’yo sa Maynila? Wala na ba kayong konsensya?” Moreno said.
The City Mayor also questioned the previous city administration’s integrity and urged accountability from those responsible.
The public is now waiting for the results of the investigation, wanting to know where the money went and whether it can still be recovered.
As Moreno begins his new term, he has made it clear that exposing and cleaning up past wrongdoings will be one of his top priorities.
