Three individuals were arrested for allegedly stealing cables from CCTV cameras used for the No Contact Apprehension Policy (NCAP) program in Makati City.  

The No Contact Apprehension Policy, or NCAP, is a traffic system in the Philippines that allows authorities to catch traffic violators without stopping them on the road. Instead of being pulled over by a traffic enforcer, drivers who break traffic rules are monitored through CCTV cameras and sensors placed around the city. 

Recently, a 28-year-old man from Makati and two 20-year-olds from Mandaluyong were the primary suspects on stealing cables from NCAP cameras, according to the According to the National Capital Region Police Office (NCRPO). Authorities caught them in the act around 11 p.m. on Thursday (June 26, 2025).

The incident took place at a footbridge in Guadalupe, where officers received reports of suspicious individuals hiding in the area. The intelligence team from the Guadalupe Police Station responded and caught the suspects cutting the installed wires from the NCAP cameras. 

Police recovered several cut cables and tools used for cutting from the suspects. They were brought to Makati Police Substation 7 for further investigation. 

Based on initial estimates, the value of the stolen cables exceeds P100,000. These cables were connected to NCAP cameras installed on an overpass in Guadalupe and were discovered missing earlier on June 24 by the Metropolitan Manila Development Authority (MMDA). 

The stolen cables are part of the equipment used to monitor traffic violations under the NCAP system, which relies on cameras to identify and fine violators without the need for physical apprehension. 

The incident emphasizes the safety and maintenance of important traffic monitoring equipment in Metro Manila. 

The MMDA and police authorities are now coordinating to strengthen security measures around similar installations to prevent future thefts and ensure continued operation of the NCAP program.
