‘Boy Dila’ was arrested after allegedly and is now behind bars after being accused of harassing a minor in Barangay Balong-Bato. 

The man known online as “Boy Dila,” who went viral in 2024 for splashing water on a rider during the Wattah Wattah Festival in San Juan City, was arrested after being accused of harassing a minor. 

He was charged under the Safe Spaces Act, also known as the Anti-Bastos Law, after catcalling a young girl while under the influence of alcohol. He admitted the incident and expressed regret, saying his behavior was caused by intoxication.

“Wala sir, nakasuhan po ako ng Anti-Bastos Law. Sa pagsitsit po sir. Menor de edad sir, nadala lang po sa pagkalasing ko sir,” Boy Dila said. 

Back in 2024, Boy Dila became controversial when he sprayed water on a motorcyclist who clearly didn’t want to be involved in the festival’s water fights. His stint sparked debates online about respecting others’ boundaries during public celebrations. 

Due to several similar incidents, the San Juan local government decided to create a designated “basaan zone” for the 2025 celebration of the Wattah Wattah Festival, aiming to make the event more organized and respectful.

Starting June 24, all water-throwing activities will be limited to a one-kilometer stretch from P. Guevarra Street through Pinaglabanan Road to N. Domingo Street. The area will be monitored by around 300 police officers to ensure safety and fun. 

Outside the basaan zone, water fights are strictly prohibited. Violators will face a P5,000 fine and possible jail time. Parents or guardians of minors involved in violations will also be fined. The use of water bombs, high-pressure sprayers, and vehicle-based water-throwing is also banned. 

Many locals, especially in Barangay Balong-Bato, expressed sadness over the changes. However, the new rules aim to prioritize safety and respect for all.
