Motorcycle Rider’s License Suspended by LTO for Covering Plate to Evade NCAP
The Land Transportation Office suspends the driver’s license of a motorcycle rider who covered his license plate to evade NCAP.
Recently, the Facebook page Land Transportation Office – Philippines announced that a motorcycle rider from San Juan City has had his driver’s license suspended for 90 days after being caught covering part of his license plate to avoid being identified by traffic cameras.
In the video, the last three letters of the motorcycle’s license plate were visibly hidden using packaging tape. This was clearly done to avoid detection under the No-Contact Apprehension Policy (NCAP), which uses traffic cameras to monitor and catch violators.

The video also showed a back rider wearing a Move It helmet, which helped confirm the identity of the rider. The motorcycle rider openly posted the act online with a caption that mocked the NCAP system.
The LTO saw this as not only a traffic violation but a deliberate disregard for the law. As a result, the agency issued a show cause order to the registered owner of the motorcycle, demanding a written explanation and an appearance at the LTO Central Office.
“Maliwanag na isa itong pambabastos sa batas. Gaya ng sinabi ng ating DOTr Secretary Vince Dizon, hindi na papayag ang pamahalaan sa mga motoristang katulad nito,” LTO Chief Atty. Vigor D. Mendoza II said.
Authorities are still verifying whether the registered owner was also the rider in the video. The motorcycle has been placed under alarm, which means it cannot be sold or processed for any transaction during the investigation.
“We already issued a show cause order against the registered owner of this motorcycle wherein we also informed him that his driver’s license is suspended for 90 days,” he added.

The rider may face charges for violating rules related to license plate use and for being considered unfit to operate a motor vehicle. The LTO is firm in its stance that such behavior compromises road safety and will not be tolerated.
