Malabon Congresswoman & Kagawad To Face Charges Over Relief Goods Repacking
RELIEF GOODS EFFORTS – A Malabon Congresswoman and a village official will be facing a complaint for repacking relief goods.
On Thursday (December 19, 2024), a complaint was filed with the Office of the Ombudsman against Malabon Congresswoman Jaye Lacson-Noel, her husband Florencio “Bem” Noel, and barangay official Romulo “Ibot” Cruz.
The case involves allegations related to the repacking of relief goods intended for victims of Typhoon Carina, which were originally from the Department of Social Welfare and Development (DSWD).
Complainant Rogelio Gumba claims that he was personally instructed by the congresswoman to collect family food packs for a repacking activity. According to Gumba, most of the relief goods were brought to the congresswoman’s headquarters, known locally as the “white house” in Tonsuyan, Malabon.
The remaining food packs were reportedly delivered to barangays Longos, Hulong Duhat, and Tinajeros.
The issue started when the repacked goods were distributed in plastic bags under the congresswoman’s name.
However, Gumba alleges that the canned goods from the original packs were not included in the distribution. He believes this raises serious concerns, pointing to it as a case of Qualified Theft.
Barangay official Cruz allegedly helped with the repacking and even posted about the activity on social media, further fueling suspicions of irregularity.
Gumba sees this as a clear violation of Republic Act 10121, the Philippine Disaster Risk Reduction and Management Act of 2010, which governs the proper handling and distribution of aid during disasters.
