Office Of The President Top Spender Of Confidential and Intelligence Funds In 2023

President Bongbong Marcos’ Office Of The President is the top spender of funds according to the Commission on Audit Annual Financial Report.

For the first time in the history of the Philippines, the government spent Php 10 billion in intelligence and confidential funds in a single year. This is in the year 2023 which was a  “record-breaking feat” that was duly noted in the 2023 Annual Financial Report on National Government Agencies released by the Commission on Audit on December 2, 2024.

Based on COA’s report, Php 6.028 billion was spent on intelligence expenses and Php 4.415 billion on confidential activities which gives a total of Php 10.443 billion. This is the first time the total confidential and intelligence expenses (CIE) crossed the Php 10 billion mark.

In 2022, the total CIE was Php 9.757 billion, and in 2021, it was Php 9.786 billion. For the year 2023, the top spender for 2023 in confidential and intelligence expenses is the Office Of The President headed by President Bongbong Marcos.

The OP’s CIE in 2023 is Php 4.57 billion which is slightly higher than Php 4.51 billion in 2022.

Php 2.2 billion was for confidential expenses, Php 2.3 billion was for intelligence expenses, and Php 10,052,747.65 was for extraordinary and miscellaneous expenses.

The agencies included in the top spenders of confidential expenses are:

  • Department of Justice (Php 683.85 million)
  • Philippine Drug Enforcement Agency (Php 500 million)
  • Office of the Vice President (Php 375 million)
  • National Intelligence Coordinating Agency (Php 127.41 million)
  • National Security Council (Php 90 million)
  • Department of National Defense (Php 78.92 million)
  • Department of Interior and Local Government (Php 75 million)
