Shiela Guo Can’t Be State Witness; DOJ Chief Says She’s “Unreliable”

DOJ Secretary Remulla Speaks on Shiela Guo amid Investigation on Illegal POGOs in PH

SHIELA GUO – Department of Justice Secretary Jesus Crispin Remulla said that she is “unreliable” so she cannot be a state witness.

Guo is undeniably one of the most popular surnames in the Philippines now as it sparked countless headlines. Its fame started when former Bamban, Tarlac Mayor Alice Guo is accused of involvement in the illegal Philippine Offshore Gaming operations in her town.

The Senate held inquiries over the illegal POGO operations. After she skipped two (2) hearings set by the upper chamber, an arrest order was released by the Senator against then suspended Mayor Guo.

However, the authorities failed to locate Guo. More than a week ago, reports that dismissed Mayor Alice Guo has left the Philippines crossed the surface. It left countless Pinoys disappointed that another high-profile individual with an arrest order has escaped.

Guo reportedly exited the Philippines to Kuala Lumpur, Malaysia and the moved to Singapore and Indonesia. The Bureau of Immigration believes that she is still in Indonesia now.

Alice Guo’s supposed sister, Shiela Guo, and Cassandra Li Ong were detained in Indonesia and sent back to the Philippines. There is also a pending Senate arrest order against Guo while Ong is also facing accusations of illegal POGO involvement in Porac, Pampanga.

Recently, during a Senate hearing, Shiela Guo admitted that Alice is not her biological sister. According to her, she was born in China and was brought by her “foster father” in the Philippines when she was either 16 or 17 to work in an embroidery business.

Shiela denied knowing about the illegal Philippine Offshore Gaming operations. According to Shiela, she, Alice Guo, and Wesley Guo exited the Philippines through a small boat and they traveled for several hours.

Previously, Department of Justice (DOJ) Undersecretary Nicky Ty said that Shiela Guo is qualified to be a state witness. The Justice official said that if we will believe Guo’s statement, she was not connected to the illegal POGO operations.

Recently, DOJ chief Jesus Crispin Remulla expressed otherwise. Based on a report on GMA News, the Justice Secretary said that Shiela Guo is “unreliable” and she cannot be a state witness.

“Hindi siya reliable witness so far. Kailangan talaga patunayan na kailangang-kailangan ‘yung kanyang testimonya upang mangyari ang lahat,” Remulla said.

Shiela Guo is Chinese national Zhang Mier based on her Chinese passport. As for Alice Guo, the National Bureau of Investigation (NBI) previously found that her fingerprints matched with Chinese national Guo Hua Ping suggesting that they are the same person.

Guo Hua Ping is a Chinese national who entered the country in 2003. According to Shiela, she arrived in the Philippines in 2001 and her mother is still in China now.
