Amid Pending Arrest for High-Profile Individuals, Kabataan Rep Expressed Dismay on PNP
Kabataan Representative Raoul Manuel slammed the Philippine National Police (PNP) for failing to arrest high-profile individuals like dismissed Mayor Alice Guo and Pastor Apollo Quiboloy.
The PNP and the other law-enforcing entities have yet to locate and arrest several high-profile individuals with arrest orders. Previously, Senate President Chiz Escudero tagged it as “kahiya-hiya [embarrassing]” for the PNP that they have yet to locate dismissed Mayor Alice Guo.
Last month, the Senate issued an arrest order against dismissed Bamban, Tarlac Mayor Alice Guo. She was cited for contempt after she skipped two (2) Senate hearings set for the investigation of the illegal Philippine Offshore Gaming operations in her town.
The authorities are also questioning Guo regarding her identity amid inconsistent documents and testimonies. The National Bureau of Investigation (NBI) also confirmed that Mayor Guo’s fingerprints and the fingerprints of Guo Hua Ping matched. Guo Hua Ping is a Chinese national who entered the Philippines in 2003.
The siblings of dismissed Bamban, Tarlac Mayor Alice Guo are also facing questions about their identity. The fingerprints of one of her brothers matched with the fingerprints of a Chinese citizen.
Several complaints were filed against Mayor Guo amid her pending arrest. The Office of the Solicitor General (OSG) filed a quo warranto petition and the Commission on Elections (Comelec) filed a misrepresentation complaint challenging her eligibility for public office.
Recently, the Office of the Ombudsman order to dismiss Mayor Alice Guo and forfeit all her retirement benefits. She is also not allowed to run for any public office in the country in the future.
However, until now, Guo has yet to surface. The authorities have also yet to locate and arrest her amid a pending arrest order.
Aside from dismissed Bamban, Tarlac Mayor Alice Guo, another high-profile individual with an arrest order is KOJC founder Pastor Apollo Quiboloy. He snubbed the subpoena issued by the Senate amid the accusations against him.
Recently, Kabataan Representative Raoul Manuel slammed the PNP as he contrasted the difference between their arrest implementation among ordinary individuals and high-profile personalities.
Based on a report on ABS-CBN News, during the House Committee on Appropriations’ deliberations on the proposed 2025 budget of the interior department, Manuel expressed it is easy for the PNP to arrest low-profile individuals.
However, according to the Kabataan Representative, when it comes to high-profile individuals, it seems very hard for the PNP to arrest them. He believes that it has to be fixed.
“Kapag big personalities talaga, parang ang hirap arestuhin ng PNP. Pero kapag ordinaryong tao, ang dali lang hulihin… Kailangan talagang mag-ayos,” the Kabataan Representative said.
Department of Interior and Local Government Secretary Benhur Abalos reacted to the statement of Manuel denying it. Based on the report, the DILG and the PNP stressed that they have continuous efforts in the investigation and surveillance operations on people with arrest orders.
“Continuous ang investigation namin, continuous ang tracking natin, not only the Philippine National Police, but all the agencies involved,” PNP chief Rommel Marbil said.
