Lola Florirose “Rose” Talastas continues to work hard, selling various handmade trinkets on the sidewalk in Manila to support herself despite her old age. She is selling handmade bead bracelets on the sidewalk in Legarda, Manila.

Each day, Lola Rose lays out a mat to display her beads and craft bracelets, which are often bought by students. She has has been selling on the street for two years. Before this, she worked as a traffic officer at Manila City Hall.

However, since she was only a volunteer, she did not receive any contributions to her Social Security System (SSS) or Government Service Insurance System (GSIS). Lola Rose’s husband passed away in an accident in 2015. Since then, she has been fending for herself.

Lola Rose is a beneficiary of the social pension program, receiving P1,000 a month from the Department of Social Welfare and Development (DSWD). While this is a great help, it is not enough to cover her daily needs.

“Kulang na kulang. Ang mahal ng bilihin. Isang kain lang ngayon, P100 na,” says Lola Rose.

Lola Rose visited the Office of Senior Citizen Affairs at Manila City Hall. In addition to the P1,000 monthly social pension from the DSWD, she receives an additional P500 monthly allowance from the local government unit (LGU) for senior citizens.

The Manila LGU also provided medical assistance to Lola Rose, giving her a medical checkup and an eye examination.

In February, President Ferdinand Marcos Jr. signed the Expanded Centenarians Act of 2016, which grants cash incentives to senior citizens aged 80, 85, 90, and 95, with P10,000 for each milestone age and P100,000 for those reaching 100 years old.

At 97, Lola Rose is eligible to receive at least P10,000 under this law, depending on the final IRR. In three years, she could receive P100,000. The implementing rules and regulations (IRR) of the law are still pending.
