The arrest of former Negros Oriental Congressman Arnolfo Teves Jr. has been verified by the Department of Justice (DOJ). Teves was apprehended by the Scientific and Criminal Investigation Police (PCIC) in Dili, East Timor, at approximately 4 p.m. while he was engaged in activities at the Top Golf Driving Range and Bar.

He stands accused of orchestrating the murder of Governor Roel Degamo and nine others in Pamplona, Negros Oriental, on March 4, 2023, an incident that also left several individuals injured.

Before the incident, Arnie Teves departed the country for medical purposes but declined to come back, instead seeking asylum in East Timor.

“Today’s apprehension of Teves is a testament to the power of international cooperation. It sends a clear message that no terrorist can evade justice and that nations stand united in safeguarding the safety and security of their citizens,” Justice Secretary Jesus Crispin Remulla said.

Teves, who has been targeted by a Red Notice issued by INTERPOL, is currently in the custody of the Timorese Police. Efforts for his extradition to the Philippines are underway, coordinated by the National Central Bureau (NCB) in Dili, in collaboration with the NCB team in Manila and the Philippine Embassy in Dili.

“The capture of Teves only proves that through concerted efforts and determination, terrorism can be thwarted and peace preserved,” Secretary Remulla added.

Teves is confronted with charges linked to the fatalities of three individuals between March and June 2019 in Negros Oriental, as well as breaches of the Comprehensive Firearms and Ammunition Regulation Act and violations of the Explosives Law due to the unearthing of high-caliber weaponry and ammunition on his family’s premises.

On July 26, 2023, the Anti-Terrorism Council classified Arnolfo A. Teves Jr. and his associated armed faction as a terrorist outfit, designating both the group and its members as terrorist entities.

Additionally, the Philippine government has revoked Teves’ passport.
