Police Chief, 6 Police Officers Dismissed After Accused of Extortion in Pampanga

Authorities arrested a police chief and six other police officers arrested after being accused of extortion in Angeles City, Pampanga.

The Philippine National Police (PNP) anti-scalawag section detained a police station commander and six of his employees. This is in relation to a recent extortion charge filed against a detained narcotics suspect in Angeles City, Pampanga.

Brig. Gen. Warren de Leon, chief of the PNP-Integrity Monitoring and Enforcement Group (IMEG), identified those arrested as Maj. Marvin Aquino, M/Sgt. Romulo Meligrito is a S/Sgt. Corporals Richard Gozum, Diosdado Villamor Jr., and Jaypee Mangili, as well as Nikko Dave Marquez and Mark Steven Sison.

Pampanga Police Extortion

According to de Leon, the seven officers were apprehended by officers from the stated precinct on Friday. A civilian asset, Esmael Arviola, was also apprehended by police for possessing a.38 pistol with four bullets.

Based on the report, the operation was carried out in response to a complaint made by a female daughter of a narcotics suspect captured. According to the complainant, the suspects are asking for P30,000 to remove the pending accusation of violating the Comprehensive Dangerous Drugs Act due to illicit gambling.

He stated that the aforementioned drug suspect was apprehended by police on May 28 during an anti-drug operation in Angeles City. In addition, he claims that seven police officers are being held illegally after detaining 13 persons despite the fact that no charges have been filed.

“During the conduct of inspection at the PUPC (person under police custody) detention cell, it was found out that 13 persons were arbitrarily detained without any single complaint filed against them up to the time of operation. Further, no entry at the official police blotter and in the CIRAS (crime information reporting and analysis system) of the station in relation to the arrest and other circumstances causing the (continuous) detention of the victims,” added de Leon.

The seven cops were held at the IMEG detention facility in Camp Crame, Quezon City. According to the PNP, the unusual cops were fired right away.
