Liza Diño allegedly has this kind of leadership in FDCP
Former Film Development Council of the Philippines (FDCP) chairperson Liza Diño cried after former Senate President Tito Sotto reprimanded her after she amended the Implementing Rules and Regulations (IRR).
Liza assumed the FDCP leadership on August 12, 2016, during the administration of former President Rodrigo Duterte. However, her three-year term was extended from 2019 to July 2020.
Based on the article in PEP, sources revealed just recently regarding the issue in FDCP during Liza’s term that she received a fierce statement from Tito Sotto who is the principal author and sponsor of R.A. 9167, the law supporting the establishment of FDCP back on June 7, 2002.
The former senator pointed out that FDCP has no power to amend the IRR because it is not an agency. He stressed that it is a “council.”
The first source revealed, “Nagwala si Tito, Tito went crazy over a Zoom meeting with her for doing that — and she closed her camera and cried.” The second source shared what the former Senate President to Liza Diño: “Ba’t mo in-amend yung IRR? Ang gumawa [ng revisions] ay hindi government office.”
In a separate article in PEP, it was stated that even though this issue surfaced during Liza’s leadership, a month after she left in July 2022, more details surfaced.
It was said that Liza allegedly worked on making that the sole power of decision-making will come from her. FDCP is a collegial body and so the final decision must be approved and agreed upon by the council.
The original IRR stated “The Film Development Council of the Philippines (FDCP) created by Republic Act 9167.” However, in the IRR amended by the former chairperson, this was stated, “The Film Development Council of the Philippines created by R.A. No. 9167 represented by its Chairperson and Chief Executive Officer.”
This means that she can have her won on certain matters. The source also revealed that it was only Liza who approved the film incentive grants which were intended for filmmakers to have their financial support in making movies.
Other FDCP officials were not functioning anymore according to their position because the sole decision-making was allegedly handled by the former chairperson. The source revealed that this was Liza Diño’s exact words to someone in the council: “Line of the year from one of the guys who was whimpering and crying on account of what she [Liza] did most recently: ‘You don’t work for FDCP! You work for me!’”
