Provincial Bus Operators to Receive Show Cause Order Over Window Hours Scheme

LTFRB is set to issue show cause orders against provincial bus operators for implementing the window hours scheme.

On Thursday (April 21, 2022), the Land Transportation Franchising and Regulatory Board (LTFRB) lambasted the bus operators for implementing the 10 pm to 5 am window hours, which compromises the commuter’s welfare.

LTFRB executive director Tina Cassion criticized the provincial bus operators for pushing their request to allow buses in private terminals across Metro Manila at the expense of passengers. The scheme leaves thousands of commuters stranded.

“In fact kahapon, nag-draft na ng show cause order yung legal natin. Today siguro yun mailalabas na yun sa kanila because they did not ply their routes yesterday and it affects thousands of stranded commuters,” Cassion said.

A lot of Filipino commuters in various terminals were stranded after the operators of provincial buses imposed the 10:00 pm to 5:00 am window hours for the departure and arrival of buses without special permits and QR codes.

The agency also clarified that MMDA and operators have made an agreement that provincial buses can use selected integrated terminal exchange (ITX) areas beyond window hours.

MMDA chairperson Romando Artes is suspecting that some operators intentionally violated the agreement. He also revealed that the agency lifted the ban on the entry of provincial buses to Metro Manila last March 24, 2022.

Artes also advised the commuters to go directly to the integrated terminal exchange and not to private terminals. Provincial buses are still allowed to operate beyond the window period but they are required to terminate in the designated ITX.
