The manufacture, sale, distribution, and use of any form of pyrotechnics in the stated area is illegal under such city law. Police and barangay authorities will go around Manita on New Year’s Eve (December 31) through January 1, 2022, and arrest the shooters.

Anyone who breaks the legislation would be fined P5,000 or sentenced to 30 days in prison. To avoid injuries, the Department of Health (DOH) warned the public to avoid using prohibited and unauthorized firecrackers.

According to a news release from the Department of Health, the majority of the injuries were sustained by minors aged 9 to 16, with more than half of the cases including blast/burn injuries that did not necessitate amputation. To avoid disabling and life-threatening injuries, the DOH recommended the public to put safety first and use noise and light-producing devices such as sound systems, bells, pans, or tambourines instead of fireworks.

Department Circular No. 2021-0580 was published to guide health facilities, LGUs, and other national government agencies in ensuring the health and safety of Filipinos throughout the holiday season. LGUs are also asked to step up their “Iwas Paputok” campaign.
