According to Daguioman Municipal Police files, the officer is Emarie Joy Bradley Garcia, 31, single, and assigned to the SPD’s District Mobile Force Battalion. Based on the conversation, Garcia stated she and five family members traveled from Taguig City to Daguioman, Abra.
She stated that they were permitted to travel via the Tangadan tunnel in San Quintin Municipality, which is the province’s major gateway, after submitting RT-PCR findings demonstrating that they are Covid 19 negative and an S-pass (Safe, Swift, and Smart Passage).
At 1 p.m. on September 9, 2021, they landed at Tui, Daguioman. The QR code on the documents could not be scanned when workers from the Daguioman Rural Health Unit validated the RT-PCR data Garcia presented to the individuals at the checkpoint.
Following additional investigation, it was discovered that the molecular diagnostic laboratory listed in the so-called RT-PCR test result had not performed an RT-PCR test on Garcia or her family. Meanwhile, the Abra Provincial Health Office recorded 250 new cases in the region from September 7 to September 9.
